Valor Rising is set in a world where less than 30% of the population possesses supernatural abilities, known as Deviations. To control the growing power imbalance, the U.S. government created Valor:

and maintain order.

The story follows Florence Strauss, a small-town girl who grew up idolizing heroes, as she enters the harsh reality of hero work in the city.
